Bay City Area Transportation Study (BCATS) Committees
BCATS is governed by a Policy Committee that includes various elected and appointed officials from the transportation planning area plus other members from the Michigan Department of Transportation and the U.S. Department of Transportation. The Policy Committee meets on the third Wednesday of every other month and the meetings are open to the public.
The Policy Committee generally acts under the advisement of the BCATS Technical Advisory Committee. The Technical Advisory Committee reviews in greater detail the activities of the BCATS and provides recommendations to the Policy Committee. The Technical Advisory Committee is composed of technically-oriented representatives, representing both public and private entities, that presently include various transportation, planning, engineering and other interests in the area. The Technical Advisory Committee meets on an on-call basis and is open to the public.

Generally, the Policy Committee meets on the third Wednesday of every other month at 1:30 p.m. in the 7th floor conference room of the Bay County Building at 515 Center Ave, Bay City, Michigan. The Technical Committee usually meets on the Tuesday in the week prior to every Policy Committee meeting at 10 a.m. in the same location.*All meeting dates, times, and locations are subject to change. All agendas will be available one week prior to the meeting. All meeting minutes will be available after approval by the respective committee, usually at the next committee meeting.
Mission Statement
Federal law requires a continuous, cooperative, and comprehensive transportation planning process in urbanized areas with a population of more than 50,000. The Bay City Area Transportation Study (BCATS) was formed to provide the required transportation planning process. The mission of BCATS, as outlined in the BCATS 2035 Metropolitan Transportation Plan, is to:
- Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency.
- Increase the safety and security of the transportation system for motorized and non-motorized users.
- Increase the accessibility and mobility options available to people and for freight.
- Protect and enhance the environment, promote energy conservation, and improve quality of life.
- Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight.
- Promote efficient system management and operation.
- Emphasize the preservation of the existing transportation system.
