The Building Authority, created by the Bay County Board of Commissioners in 1975, was originally organized for the purpose of constructing a new Law Enforcement Center. Since their inception, this seven-member team has provided oversight for the renovation of the Bay County Building, renovations to the Law Enforcement Center, and building of group homes for the Bay-Arenac Community Mental Health Services Board.
The Building Authority was also responsible for building the Civic Arena, the Pere Marquette Parking facility, the new Bay County Court facility, the Central Dispatch building, the Animal Control facility, and most recently, the Bay County Library Project culminating in the opening of the Alice and Jack Wirt Public Library on February 14, 2006.

The Building Authority is comprised of seven members, each serving a six-year term. Current members are:

The Project Manager is Robert Redmond and the Project Coordinator is Deb Stone.
