Michael J Halstead
Manager

I was appointed Manager of the Bay County Animal Control facility on October 03, 2007.  I am a retiree of the Bay City Fire Department where I served as the Fire Marshal.  I look forward to the many challenges presented in managing the Bay County Animal Control and Shelter.  Please come visit us at the facility.

Lee Carrasco
Animal Control Officer

I am a certified Animal Control Officer through the Michigan Department of Agriculture and deputized through the Bay County Sheriff's Department.  I am an experienced officer with over 15 years of service.  My training and schooling was accomplished through the Michigan Association of Animal Control Officers, the National Animal Control Association and the Michigan Humane Society.

Russell Johnson

I have been employed by Bay County Animal Control since 1997.  I am certified through the Department of Agriculture as an Animal Control Officer and deputized through the Bay County Sheriff's Department.  I am a graduate from Ferris State University and hold a bachelors degree in criminal justice.  I have obtained training through the Michigan Association of Animal Control Officers and numerous other organizations.  Some of the specialized training I have acquired is in chemical immobilization, animal first aid and large animal evaluations.

Lee Zielinski

I have worked for Bay County Animal Control, as an officer, since 1997.  Like the rest of our officers, I am certified through the Department of Agriculture and deputized through the Bay County Sheriff's Department.  I graduated from Michigan State University in 1996 with a bachelors degree in criminal justice. While working with the Department I have attended numerous conferences and seminars, including training in chemical immobilization, animal cruelty investigations, animal first aid, large animal handling, and various other skills.

I have been with Animal Control since April 1994.  I attended Shelter Operations School through the American Humane Association.  My duties consist of shelter maintenance, animal handling, dispensing vaccinations, temperament testing, and First Aid for dogs and cats through the American Red Cross.
