County Incentive Program & Dashboard Updates

In accordance with Public Act 84 (2015), Section 952, Bay County has updated its Dashboard to meet all of the requirements for the County Incentive Program (CIP). According to the Act, each eligible county must meet all of the requirements of Accountability and Transparency in order to receive the full CIP payments. To qualify for CIP payments, the county had to update the following sections: The Citizen's Guide, Performance Dashboard, Debt Service Report and Projected Budget Report. All of the reports are available for download on the homepage of the Bay County website.

A brief description of the updated sections are as follows:

Citizen's Guide to Finances
The Citizen's Guide provides an at-a-glance summary of the County's current finances, including revenue sources and debt obligations. Comparisons of at least two or more recent years of data, along with historic trends of key metrics are presented.

County Performance Dashboard
The Dashboard provides Citizen's with an easy-to-read graphical summary of the County's key performance indicators. Comparison of the two or more recent years of data, along with historic trends of key metrics, show the Citizen's how the County is doing in important areas of fiscal stability, economic strength, health and education, public safety, and citizen's quality of life.

Debt Service Reports
Debt Service Reports describe long-term debts held by the County, revenues that are pledged to finance the debt and the annual debt service payments until maturity.

Projected Budget
The Projected Budget Report demonstrates the current fiscal year projected revenue and expenditures. It also reports the following fiscal years projected revenues and expenditures, with an explanation of the assumptions used for the projections.
