Region 3 Train Derailment Exercise

On September 24th, Bay County Emergency Management in collaboration with many agencies and multiple counties, conducted a train derailment exercise in Bay City at the Cass Avenue Boat Launch.  Dubbed "Locomotion Commotion", this exercise took almost ten months to plan and would not have been a success without the commitment and preparation from various organizations within Region 3.

The exercise scenario unfolded with a train en route from Saginaw to Midland traveling through a heavily populated area of Bay City.  The train was transporting cars filled with potentially hazardous substances along with inert materials.  The hazardous material was determined to be anhydrous ammonia.

PARTICIPANTS: Arenac County, Midland County, Lapeer County, Huron County, Bay County, Tuscola County, Saginaw County, Alcona County, Genesee County, law enforcement, fire departments, local healthcare partners, American Red Cross, Bay Metro Transit, Bay County Boys & Girls Club, Dow Corning, Dow Chemical Company, Huron Eastern Railway, Bay 3 TV, Ares/Races, Delta College, Bay-Arenac ISD, Michigan State Police, Michigan Department of Environmental Quality, 51st Civil Support Team, Federal Bureau of Investigations, United States Coast Guard, Region 3 Homeland Security Planning Board , Region 3 Healthcare Preparedness Network and Bay County Community Mental Health
