Bay Area Community Mental Health Services

This public agency provides mental health services for residents of Bay and Arenac Counties. Assistance is designed for adults and children who face problems in living as a result of emotional disturbance, mental illness, or developmental disablities. Services include crisis and emergency services, screening and referral, outreach, counseling, case management, residential and vocational services, therapy, day programs, and when appropriate and necessary, arrangement for hospital admission. Substance abuse treatment is not provided. Fees are based on an ability to pay determination. Insurance and Medicaid are accepted.

Bay County Building Authority

The building authority, created and appointed by the Board of Commissioners in 1975, was originally organized for the purpose of constructing the Law Enforcement Center. Since then the seven members of the authority, who serve six year terms, have provided oversight for the renovation of the Bay County Building and corrections to the Law Enforcement Center. The authority has also been involved in Community Mental Health building projects including nine group homes. Other projects such as the Bay County Courts Facility, Pere Marquette Parking Plaza and the Civic Arena are managed by the Bay County Building Authority.

Road Commission

The three-member county road commission is elected by the citizens of Bay County and is charged with the construction and maintenance of all county roads now totaling over 1,023 miles, but none of the city streets or state highways. The commission is independent of the County Board of Commissioners because it has a separate source of money provided by the state taxes collected on motor vehicle licenses and fuels. The commission does not have authority to levy or increase property taxes and receives NO direct propety tax revenues.

Bay Medical Care Facility

In operation since 1962, the Bay Medical Care Facility, which operates under the direction of the Bay County Social Services Board, is a licensed skilled nursing home that provides  long-term, highly skilled care to residents of Bay County who are at least 15 years old. Patients in need of convalescent or specialized cares are usually transferred to Bay Medical Care Facility, they may need rehabilitation or  be terminally ill and unable to receive proper care at home. The facility is funded by Medicare and Medicaid reimbursement, private insurance and county millage.
